Hillsborough County will require all applicants scheduled to attend an on-boarding session on or after August 30, 2021 to show proof of being fully vaccinated before their employment can begin. Fully vaccinated is two full weeks after final vaccination shot.

Job OverviewSupports the Repair and Preservation Section by performing Project Management duties on R3M Program related construction and repair projects performed on County owned facilities and Park sites. Conducts condition assessment inspections on County buildings and facilities.

Project Manager – Ideal Candidate

  • The ideal candidate would be someone who has project management experience with building and site construction related projects.
  • Possesses basic computer skills and is experienced in performing construction project inspections as well as condition assessment inspections on various assets.
  • Experience is reviewing contractor proposals or quotes.

Minimum Qualifications

  • Graduation from an accredited four-year degree granting college or university; AND
  • Three (3) years of project management and contracts management experience directly related to the position duties; OR
  • An equivalent combination of education (not less than possession of a high school diploma.GED), training and experience that would reasonably be expected to provide the job-related competencies’ noted below; AND
  • Possession of a valid State of Florida Driver’s License.

Duties and ResponsibilitiesNote: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.

  • Performs project management work by reviewing contractor submitted proposals, negotiating fair and reasonable pricing, preparing work orders and change orders, reviewing and approving pay requests, and determining substantial and final completion status.
  • Tracks and monitors project budgets and allocated funds, and maintains project folder and closeout documentation
  • Conducts meetings with contractors and customers for developing project scope of work, schedule, coordination of activities, and for identifying and addressing any customer concerns.
  • Uses RSmeans and various County contracts for preparing cost estimates and validating Contractor submitted pricing, and utilizes various County contracts for performing project work based on need.
  • Interprets contract special conditions and technical specifications, identifies any deficiencies and recommends new contracts when needed, and assists management with the preparation of contract specifications.
  • Conducts progress inspections of contractor performed work to ensure compliance with project scope, specifications, schedules and applicable codes or guidelines, and identifies issues and initiates corrective action when required.
  • Provides unit manager with project status updates on project schedules, quality of work, changes to scope, and other related issues effecting project outcome or funds.
  • Performs condition assessment inspections on County owned facilities and park sites in support of the Department’s goal for building space inspected each year.
  • Measures and collects system component quantities, determines age and estimates remaining system life, and prepares evaluation reports entering inspection data into the condition assessments database.
  • Participates in Emergency Management planning and Damage Assessment Team related duties for the Department that may require working after hours prior to, during, and after the emergency event.
  • Performs other related duties as assigned.

Job Specifications

  • Knowledge and understanding of the principles and practices of project management.
  • Knowledge of assets management, inventory, and assessment techniques and condition coding.
  • Knowledge of cost estimating.
  • Skill in the use of RSmeans, Microsoft Excel and Word.
  • Skill in the practice of inspecting construction projects and conducting facility condition assessments.
  • Skill in assessing the condition of various equipment and components.
  • Ability to communicate effectively both orally and in writing.
  • Ability to collect, organize and evaluate data to develop logical conclusions.
  • Ability to effectively work independently and as part of a team.

Physical Requirements

  • This job is performed outdoors and in an office environment.

Work Category Medium Work – Exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.

Emergency Management

Responsibilities In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be for before, during or after the emergency/disaster.

  • Child Abuse, Abandonment and Neglect Record Check using the State Automated Child Welfare Information System (SACWIS)
  • Sex Offender and Sexual Predator record check using the list maintained by the Florida Department of Law Enforcement (FDLE)
  • Possess the necessary job related licence(s) or certification(s) that may include possession of a Florida Driver’s License (Class E) or an applicable Commercial Driver’s License (CDL).
