Project Manager (Real Estate/Voluntary Acquisitions)  (2200009U) Hillsborough County requires all applicants scheduled to attend an on-boarding session on or after August 30, 2021 to show proof of final vaccination shot, or provide a religious or medical exemption, before their employment can begin. New employees who obtain an exemption from the vaccine based on a medical or sincerely held religious belief may be subject to weekly COVID or monthly antibody testing.
Job Overview Manages projects and assigned staff of varying size, scope and impact from single business units up to multi-component projects with high value and organizational visibility within large divisions and departments. 
Ideal Candidate The Hillsborough County Facilities Management & Real Estate Services Department is seeking an experienced professional to direct the Voluntary Acquisition Team, within the Real Estate Division. The ideal candidate will have knowledge and experience related to buying and selling property in a public sector setting, with considerable experience in complex real estate transactions. The individual will have advanced abilities in communication and negotiation, and will be sensitive to community and organizational needs. The individual will have leadership experience supervising professional and technical staff. This position provides direct professional services for, and provides leadership to a team of professional staff in delivering services related to voluntary real property interest acquisitions in support of capital projects, non-capital projects, and “special projects” including but not limited to Public-Private-Partnership (P3) initiatives. The incumbent will work directly with internal and external stakeholders, provide technical review of and/or prepare complex and other documents related to real property transactions in accordance with established SOP’s. Incumbent is accountable for reporting on and facilitating project progress. Work assignments are performed independently but are frequently conducted in conjunction with the efforts of the Land Acquisition Services Division Director, Section Manager, the County Attorney’s Office, and project managers from other departments. The position’s work is reviewed by the Section Manager.  
Minimum Qualifications Graduation from an accredited four year degree granting college or university; ANDFour (4) years of of program/project management experience directly related to the position duties; ORAn equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted below.

Performs project management work by managing, coordinating and implementing medium sized projects. Participate in the development of the scope of work. Establishes administrative procedures and guidelines to ensure effective project/program outcomes. Prepares contract drafts, requests for proposals and other related documents for review.  Creates project schedules and controls resources resources to ensure timely completion of project. Prepares and/or monitors project budgets, monitors status of allocated funds and controls expenses. Coordinates with other sections and departments to ensure efficient flow of communications and services. Reviews and acts on project management, administrative, and operational problems. Performs other related duties as required.
Job Specifications Knowledge of project management theory, techniques and tools. Knowledge of the processes, activities, requirements and objectives of the functional area to which assigned. Skill in developing tracking systems to monitor work progress. Ability to effectively coordinate resources and manage these resources to a successful project outcome. Ability to establish and maintain effective working relations with others within and outside own organization. Ability to collect, organize and analyze data and develop logical conclusions. Extensive knowledge of real estate transactions, legal instruments, legal descriptions, surveys, and real property title ownership information. Knowledge of laws, regulations, and procedures governing the conveyance of and disposition of real property. Knowledge of the most effective and efficient processes to successfully complete assigned tasks in a timely manner, with a focus on continuous improvement. Skill in managing complex government real estate negotiations and transactions; the ability to multi-task projects/transactions/client needs. Ability to communicate effectively both orally and in writing.
Physical Requirements This job is performed in a professional office environment using standard office equipment such as computers, phones, photocopiers, and fax machines.
