POSITION OVERVIEW

The Project Resource Manager will serve as a key supporting element for all in-house and business partner staff, supporting our construction and maintenance activities on behalf of our prime customers. This is not a staffing role, rather a “high trust”, analytical role within the PMO, which will require developing collaborative working relationships, and confidence from construction ops, reporting, business operations, and our business partner teams.

Responsibilities:

  • Assist in the development of resource requirements analysis, regional and national schedules, and business partner capability reporting.
  • Assist in the evaluation of business partner and in-house resources for appropriate staffing levels, production throughput, and overall delivery.
  • Coordinate with in-house and business partner resources weekly, monthly, and as needed for program level assignments, with an emphasis on resource availability, deconfliction, and triage activities.
  • Develop actionable, periodic performance reporting metrics that illustrate business partner and in-house resource effectiveness, quantitative measures of success, and highlight areas for improvement.
  • Develop contingency plans for workforce shortages or similar critical project challenges.
  • Using developed KPIs, work with internal construction ops to identify, and develop high potential (HiPOs) in-house and business partner resources.

The ideal candidate will possess the ability to communicate effectively across functional areas and throughout all levels in the organization, including senior customer/business partner staff. Ability to understand the motivating factors of various constituencies (internal – cross-functional and external – customers/partners) and establish a working cadence in a manner that motivates all parties appropriately.

Preferred Qualifications:

  • Prior experience as a dedicated project manager in a telecommunications/cable/MSO environment.
  • Prior experience in telecom/cable outside plant, utilities or DoD/USG construction programs.
  • Prior experience/knowledge in PMBOK methodology and processes, including exposure/experience with PASEG.
  • PgMP, PMP, Prince2 or similar certification is a plus, though not required.
  • Strategic thinking with strong analytical skills.
  • Ability to operate effectively across matrix organizations, with exceptional interpersonal and communication skills. (Both written and spoken)
  • Verifiable relationship management skills.
  • Strong initiative, comfortable with ambiguity and willingness to move outside of one’s comfort zone.
  • Minimum of 5 years of experience in role, with MSP/VMS experience, along with overall workforce management/reporting experience.
  • Above average skill level with MS Office suite of tools to such as, excel, word, MS project and MS Teams.
  • Comfortable with 3rd party tools such as JIRA, Confluence or similar.

The ideal candidate must be comfortable working in fast changing, start-up environment where resources are optimized around producing measurable results. A heavy reliance upon industry partners and business partner resources is a key aspect of this role. The role will be predominately office based with opportunities for some hybrid work schedules as the job permits.

EDUCATION

Bachelor’s degree in business administration, information systems or related discipline or equivalent work experience.
