Property Control Specialist – (200000T1) Job Overview Performs administrative duties related to property and inventory control of organizational assets in accordance with applicable requirements. Ideal Candidate The ideal candidate will possess considerable administrative, technical, and professional knowledge in diverse fields related to fleet operations. The candidate will perform administrative and support functions related to property and inventory control duties for the Fleet Management Department’s vehicle and equipment assets. These duties directly support property control and administrative actions for fleet acquisition, receipt, registration, titling, and disposal responsibilities. The candidate will support property control support functions for approximately 20 County departments and their vehicles and equipment assets assigned consisting of a Fleet size of approximately 3,600 units valued at approximately $150 million. Fleet diversity of automotive sedans, light trucks, heavy trucks, heavy equipment, minibuses, Fire Rescue Public Safety units and more. The ideal candidate will possess as a minimum a two-year Associates degree in Business Management/Administration, General Management, or a related degree. The candidate will have at least two years of property and inventory control experience in supporting a medium or large government Fleet or related organization. Experience can include but not be limited to: Fleet information systems management, vehicle and equipment operations and management, procurement and disposal, and general budget practices. The candidate will have experience in reviewing and improving processes in order to create new approaches and procedures to meet internal and external customer requirements. The candidate must have the ability to work out doors, to perform manual functions with the ability to exert up to 50 lbs. per sq. ft of pressure on a routine basis and the ability to operate light machinery. The candidate must have a valid Florida’s driver’s license. The candidate must be able to acquire a Class “B” Commercial Driver’s license within six months of employment start date. Minimum Qualifications Graduation from high school or possession of a GED Certificate; AND Two (2) years of of experience in property control of capital assets; OR An equivalent combination of education (not less than possession of a high school diploma/GED), training and experience that would reasonably be expected to provide the job-related competencies noted below. Establishes and maintains methods, procedures, and records to account for equipment purchases using computer operated software. Disposes of surplus property and accounts for all funds generated through these sales. Coordinates with property custodians to ensure all property is accounted for. Researches specifications to assist in determining appropriate equipment to purchase and prepares requisitions. Performs appraisals and/or assessments regarding the value of property based on condition and makes recommendations as to the appropriate disposition. Maintains current records for a wide variety of accountable equipment materials. Assigns property numbers, affix tags to accountable equipment, and record age, condition, and value. Initiates forms for the transfer of equipment. Performs other related duties as required. Job Specifications Knowledge of property control, inventory procedures. Knowledge of rules and regulations governing procedures for disposal of surplus property. Knowledge of the functions, services, procedures and regulations of the unit or department to which assigned. Knowledge of purchasing, store keeping and property control practices. Knowledge of property depreciation procedures. Skill in performing mathematical calculations and applying property and inventory control practices. Ability to maintain records of equipment, purchases and surplus property. Ability to develop and maintain a database to verify proper identification of property and equipment. Ability to use a computer and related software. Physical Requirements This position typically takes place at various County sites and warehouses. May require frequent standing, sitting, and stooping.
