Job Purpose:

The Proposal Manager will be responsible for leading the capture and proposal management process working with multi-functional teams (Program Management Engineering, Operations, Quality, etc.) to create winning proposals compliant to RFP/RFQ requirements. Proposals range from single volume to full three volume proposals (management, cost, technical) for both military and commercial opportunities for legacy applications and new design/development programs. Collaborates with internal stakeholders to ensure proposal content is completed accurately and timely in accordance with proposal requirements. Compiles cost, schedule, and technical elements as required. Supports the development and continuous improvement of proposal management processes, tools, and templates.

Responsibilities:

  • Manages capture and proposal development from launch to submittal and follow up interactions with customer
  • Defines and secures necessary resources for proposal; Works collaboratively with internal stakeholders to ensure new design and development proposals meet all the requirements of the request for quotation/proposal
  • Ensures proposals clearly delineate our value proposition and differentiated solution
  • Leads win strategy discussions and ensures the creation of a clear strategy and values propositions
  • Creates capture and proposal plan (schedule, outline, resources) including managing cost, pricing, and risk reviews/assessments
  • Leads all internal meetings (kickoff, status, reviews, approvals)
  • Builds the proposal compliance matrix and tracks the fulfillment of all requirements
  • Researches and analyzes historical data and develops cost models to support proposal efforts; Uses sanctioned Basis of Estimate (BOE) tool
  • Conducts regular proposal progress status meetings (internal and customer facing) and maintains the proposal schedule
  • Evaluates proposal win rates and proposal process and implements resulting improvements
  • Manage Pursue/No-Pursue process. Ensure pursuits meet business minimum thresholds and are documented including: Capture Strategy, Price to Win, Value Propositions, Competitive Assessment, etc.
  • Reviews/edits bid approval packages to ensure compliance to Executive leadership standards
  • Train resources who participate in proposal process
  • Maintenance of the Proposal Process including formal configurations management release for Process, Work Instructions and Templates
  • Support inside sales/standard products with customer requested modifications, etc.
  • Complies with Company health, safety, and environmental policies
  • Other duties as required

Technical Knowledge, Skills, and Abilities:

  • Demonstrated experience in full cycle proposal management/development processes for government and commercial opportunities
  • Experience with Federal Government proposal process, including knowledge of applicable government cost accounting regulations required
  • Ability to lead and work in cross-functional diverse teams
  • Knowledge and application of formal capture/proposal methodologies including proposal management, proposal writing, and Capturing Federal Business.
  • Excellent written and verbal communication skills
  • Ability to solve complex problems, work independently, work effectively under pressure to meet deadlines
  • Ability to simultaneously manage several projects
  • Proficient in various computer applications including MS Word, Excel, Project, PowerPoint, and Teams
  • Knowledge of risk management
  • Knowledge of ERP systems and associated data
  • Ability to work under the pressure of a deadline driven environment
  • Experience with preparing cost and pricing packages
  • Experience with preparing termination liability schedules
  • Experience with new product introduction process and standard design reviews (PDR, CDR, PRR, etc.)

Experience: 5+ years of experience in Capture, Program and/or Proposal Management

Education: Bachelor’s in Business, Engineering, or related degree required

Travel: Up to 10%

Security: U.S. Person required (U.S. Citizen or Permanent Resident)
