SUMMARY

This position is primarily responsible for construction site visit and documentation, contract coordination and oversite, building relationships with code enforcement, building inspections, and county housing departments, contractors, and developers. The candidate will also assist the Director of Real Estate in working with our property management companies and managing UACDC’s commercial leases and will assist in property acquisition and development.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Core duties and responsibilities include the following. Other duties may be assigned.

Reviews all housing and construction government contracts to ensure they are in compliance with local/state/federal government requirements and/or another other applicable laws and regulations.

Assist in developing strategies for identifying, acquiring, and developing affordable multi-family and single-family affordable housing properties on behalf of the UACDC organization.

Reviews housing and construction contracts for compliance with government specifications and suitability for occupancy.

The position monitors progress of affordable housing contracts.

Works collaboratively with the Director of Real Estate to ensure affordable housing repairs, renovations and/or other maintenance requirements are completed to UACDC standards and specifications.

Monitoring of HUD website and other state monitoring agencies to ensure up-to-date compliance with affordable housing policies and procedures. As significant issues arise from this process, ensure communication with leadership, and facilitate implementation as agreed.

Complete annual/quarterly/monthly compliance reports as required.

Provides preliminary inspections of single and multi-family housing to determine suitability for acquisition.

Conduct site visits of all construction projects for quality assurance

Confirm contractor pay applications for completeness

QUALIFICATIONS

EDUCATION AND/OR EXPERIENCE

Bachelor’s degree in Construction, Real Estate, Urban Planning, or related area preferred or minimum 5 years in real-estate, construction and/or community development. Knowledge of Federal, State and Local affordable housing programs. Familiar with a variety of the field’s concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals.

LANGUAGE SKILLS

Ability to read, analyze, and interpret complex documents. Ability to respond effectively to sensitive inquiries or complaints. Ability to make effective and persuasive presentations on controversial or complex topics to top management, public groups, and/or boards of directors. Bi-lingual is an added plus.

MATHEMATICAL SKILLS

Ability to work with mathematical concepts.

REASONING ABILITY

Ability to apply principles of logical or thinking to a wide range of intellectual and practical problems.

COMPUTER SKILLS

To perform this job successfully, an individual should have knowledge of Internet software; Spreadsheet software and Word Processing software, including proficiency in MS Excel, Word, Outlook and/or other Windows software applications. Ability to quickly learn Property Management and Construction Management software

OTHER QUALIFICATIONS

Experience in affordable housing financing, sources and uses of funds debt coverage projections for multifamily and single-family projects.

Possesses knowledge of housing laws, building and development codes, and tenant/landlord rights.

Possesses knowledge of construction material and building techniques.

Possesses an understanding of the local housing market.

Has knowledge of public and private affordable housing financing.
