This position is a multi-graded position and pays between $61,836.00 to $101,583.00 and is based on skills, experience and education of the successful candidate.

The open position varies in level based on experience.

 

POSITION CONCEPT:

This position serves as Licensed Real Estate Agent for TECO Properties Corporation.  Responsible for Real Estate activities associated with land rights acquisition/disposal, leasing, taxes, property management and records for TECO Energy Companies (Tampa Electric Company, TECO Properties, Peoples Gas, etc.) Consults on major and capital improvement projects relating to land rights requirements and land use approval.

Advancement to the next level is based on value added to the Company through increased duties, responsibilities, and accomplishments.  Advancement is not automatic, i.e. based solely on time in the job, but will be based on direct observation of the employee’s performance, accomplishments, qualifications, and the business and/or technical needs of the department.

 

REAL ESTATE REPRESENTATIVE I

Works under general supervision and with a team.

 

PRIMARY DUTIES AND RESPONSIBILITIES

  • Negotiates up to $1,000,000 in favorable real estate contract terms, conditions and prices, including risk analysis, governing regulations, and interpretations of legal descriptions and other technical matters pertaining to land rights.   This involves direct negotiations with landowners for project acquisition up to $250,000.  (Customer, corporate entities, governmental agencies, etc.)

 

  • Member of Land Acquisition and Utilization Committee (a cross-functional team).

 

  • Acquire and dispose of land rights as directed by Manager, Real Estate.

 

  • Research Company and Public Records to provide inquiry responses for internal and external customers regarding Company land rights in addition to performing title searches utilizing governmental records, or electronic sources of information to determine accurate ownership interest.

 

  • Serve as liaison to resolve customer problems that arise out of private real estate transactions that affect Company’s facilities.

 

EDUCATION:

Required:

Bachelor’s degree in Real Estate; Public or Business Administration, Engineering or a related field

 

(in lieu of Bachelor’s degree, a minimum 6 years progressive real estate experience with an Associate’s degree may be considered)

 

Licenses/Certifications:

Required: 

  • Active State of Florida Real Estate Salesperson license or other certifications/licenses may be considered (i.e. Paralegal, Certified Land Planner, Licensed Surveyor or Certified Title Abstractor).

 

  • If existing or when acquiring real estate license, the license must be placed with TECO Properties Corporation, and restricted to company real estate business only.

 

Preferred:       Member of the International Right of Way Association.

 

EXPERIENCE AND QUALIFICATIONS:

Required: Minimum of ­­­­­­2 years of direct work experience performing the Duties &

responsibilities of this position.

 

Preferred: Minimum of 3 years’ experience in Utility Right of Way real estate discipline.

 

Related Experience:

Required:

  • Demonstrated experience as a real property contracts negotiator.
  • Strong interpersonal skills with proven experience in a team work environment.

 

Knowledge/Skills/Abilities: (KSA)

Required:

  • Familiar with standard concepts, practices and procedures within Real Estate field.
  • Proficient in Microsoft Office Suite (Word, Excel, Access).  Knowledge of public tax and property record systems.

 

Preferred: Incident Command Systems Training and Interaction Management Training.

 

REAL ESTATE REPRESENTATIVE II

Works under limited supervision and with a team.

 

ADDITIONAL DUTIES AND RESPONSIBILITIES:

  • Contract Term limits increased to $500,000.

 

  • Responsible for Emera TECO ownerships including residential, agricultural, and commercial leasing, and property held for future use. This includes resolving tenant conflicts, problem resolution, and TECO Properties parking activities.

 

  • Procures and monitors outside contract services (surveyors, appraisers, and land use and property management consultants) as required.

 

  • Manages and supports the Land Utilization Committee providing expert real estate consulting to prioritize use of company land rights by others.

 

  • Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless customer service.

 

EDUCATION:

Required:

  • Bachelor’s degree in Real Estate; Public or Business Administration, Engineering or a related field (in lieu of Bachelor’s degree,

Licenses/Certifications:

Required:

  • Real Estate Broker-sales license.

EXPERIENCE AND QUALIFICATIONS:

Knowledge/Skills/Abilities: (KSA)

Required:

  • In-depth knowledge of standard concepts, practices and procedures within with Real Estate field.  Proficient in Microsoft Office Suite (Word, Excel, Access).
  • Increasing depth of professional knowledge of public tax and property record systems.  Interaction Management Training.

 

Preferred: Incident Command Systems Training.

 

REAL ESTATE REPRESENTATIVE SENIOR

Works under general direction with considerable independence, performing duties which involve the exercise of discretion and latitude of judgment in the formulation and recommendation of policies and procedures and responsible for directing assigned activities within Real Estate Services and managing contractual services on major capital projects.  Responsibilities extends to coordinating, approving and executing policy and methods affecting all delegated activities and functions of Real Estate Services.  Direction is given to supervisory and technical employees engaged in all phases of execution of legal documents, purchases, easements, abandonments, and research in connection with land and real property for Emera TECO and affiliates.

 

ADDITIONAL DUTIES AND RESPONSIBILITIES:

  • Plans, organizes and manages the acquisition, lease, property management and disposal of Emera TECO and affiliates properties; negotiates favorable terms.

 

  • Facilitate large project corridor assemblage of needed land rights.

 

  • Prepares a variety of studies and reports relating to current and long-range real estate asset management; prepares or reviews reports for the Manager and/or Director of Real Estate Services.

 

  • Coordinates and provides appraisal, valuation and consultation services to the departments; coordinates the work of the section with Emera TECO staff, other agencies and contractual staff.

 

  • Contract Terms limits increased to $1,000,000.

 

  • Chairman of the Land Acquisition Committee providing expert real estate consulting to prioritize land acquisition requirements to support the five and ten-year strategic plans. Performs related duties, as assigned.

Licenses/Certifications:

  • Thorough knowledge of federal and state laws pertaining to appraisal; acquisition or disposal of real property; legal descriptions of real property
  • Thorough knowledge of contract administration; real estate title and escrow procedures; leasing and asset management
  • Skilled in analyzing complex technical and administrative real estate management, acquisition, disposal and appraisal valuation problems, evaluation alternative solutions and recommend or adopt effective course of action.
  • Skilled in managing the negotiation and administration of a variety of contracts.
  • Skilled in communicating effectively orally and in writing; preparing complex reports, correspondence and other written materials
  • Skilled in overseeing a comprehensive real estate services program; coordinating a variety of functional specialties with overlapping work areas and contingent labor.
