Primary Responsibilities

HDR is looking for a Real Estate Services Appraiser II to join our Transportation Business Group in the Tampa, FL area. This role will be embedded at our client office. On a day-to-day basis, they will be expected to:

  • Prepare detailed appraisal reviews of independent fee appraisers reports for USPAP compliance as well as with State and Federal requirements
  • Consult with fee appraisers regarding credibility and reliability of the appraisal report
  • Write comprehensive and concise review appraiser statements, meeting all applicable (USPAP, State of Florida Chapter 6, Supplemental, as well as local) standards
  • Assist and support FDOT appraisal projects managers in the review and management of independent fee appraisers and fee reviewers. Assists in the pre-project review activities of FDOT appraisal managers. Attends and contributes to all applicable meetings for a project, including preliminary appraisal / legal / mapping and surveying / and engineering meetings, scope meetings, kickoff meetings and problem-solving meetings (both before and after project commencement)
  • Make sound recommendations to acquisition personnel management regarding counter offers from property owners and buyers of FDOT owned property
  • Work with property management regarding disposition of items in the acquisition area, and if necessary, assist appraisal project managers in record keeping, scope preparation, invoice requests, and preparation of for preliminary, kickoff or other issue-related meetings
  • Assist in the preparation of cost estimates for various projects
  • Perform internal property appraisal reviews as needed and assists in review of LAP or other jurisdiction related projects
  • Assist in mentoring less experienced staff appraisers, other ROW personnel, ROW or engineering trainees, or other real estate analysts

Qualifications

Required Qualifications

Bachelor’s degree in a closely related field required

Active State of Florida Certified General Real Estate Appraiser License required

Minimum of 5 years of professional experience related to real estate appraisal required

Must have an understanding of UASFLA (Yellow Book), FDOT Right of Way manual(s), and USPAP

Strong interpersonal skills, the ability to establish and maintain effective working relations with others, and good oral and written communication skills are required

An attitude and commitment to being an active participant of our employee-owned culture is a must

Must be proficient in MS Word, Excel, PowerPoint, and Outlook

Preferred Qualifications

Local candidates are preferred

Education specific to Eminent Domain acquisitions or Right of Way appraisal a plus

General Certification license in Florida
