This is responsible professional and public contact work consisting of coordinating the acquisition, disposition, leasing, and management of City-owned real property interests. Work involves planning, directing and coordination of a variety of real estate functions; identifying commercial and residential property interests; estimating market values and appraisal review; negotiating and drafting development and lease agreements; preparing contracts for sale and purchase of real property; researching title issues; assisting with site analysis and due diligence investigations; providing real property related information and assistance to municipal departments and the public, including condition of title and use restrictions; and preparing special reports for administration and City Council consideration on acquisitions, leases and dispositions of real property interests. Work requires extensive interaction with the public, frequently of a delicate nature, using diplomacy, impartiality and sound judgment; and the ability to establish effective working relationships with appraisers, title companies, attorneys, other real property professionals, City departments, and other governmental agencies.
Salary: $50,939 -$82,954

To Qualify
Minimum Qualifications. Applicants must:
Possess a valid Bachelor’s Degree -or- possess one of the following licenses or certifications: Florida Real Estate License for a minimum of 5 years, State Certified General Appraiser, or State Certified Residential Appraiser -or-possess a minimum of seven years of practical experience demonstrating extensive knowledge and progressive responsibility in the real estate profession including practical experience in real property transactions (e.g. acquisition, appraisal, title examination, disposition and management of properties) as a State Certified Residential or General Appraiser, Property Manager, Real Property Manager or equivalent.
Possess and continue to maintain a valid Driver License.
Provide a personal motor vehicle for performance of assigned duties; must provide and maintain a personal automobile insurance policy that meets the minimum requirements of liability established by the State of Florida for property damage and personal injury coverage.
Have experience and/or understanding of City and County government regulatory processes related to real property interests.
Be proficient in the use of computers, including Microsoft Windows and Microsoft Office Suite software.
Be able to carry out job responsibilities in a self-directed and autonomous manner, in compliance with applicable regulations, department policies and procedures, and administrative priorities.
Be able to interpret title insurance requirements, read and plot metes & bounds legal descriptions.
Be able to communicate clearly and concisely orally and in writing.
Desirable Qualifications. Preferred applicants:
Have experience writing contracts, using database, graphic, and lease management software.
Have thorough knowledge of modern practices and principles of real property acquisition and disposition, appraisal techniques, environmental investigations, real estate title issues, commercial leases, eminent domain, and legal instruments governing real property transactions including FARBAR real estate contracts.
Have thorough knowledge of City Charter provisions, ordinances, and zoning requirements affecting property transactions.
