Purpose of Job The Director Learning and Development leads a team in the assessment of learning needs, development of learning interventions, and implementation of appropriate solutions. Consults with executive clients to develop action plans to close human performance gaps and drives execution leading to positive impact on business results. Leads proactive identification of development needs, definition of learning requirements, and creation of learning paths. Governs portfolio of learning solutions community in support of USAA strategies and operational plan.

Job Requirements
Leads the planning, design, development, implementation, and evaluation of programs and/or learning activities. Partners with internal and external individuals to assess human performance needs to address business issues and develop executable strategies to address program needs and/or drive the development of new programs and activities.
Manages a learning and development portfolio of projects and programs, and reports progress and results to the appropriate leadership. Manages budgets associated with programs.
Continuously evaluates the effectiveness and efficiency of the learning and portfolio of solutions to ensure outcomes meet USAA’s strategic and operational objectives; and deletes, adds, and modifies learning solutions, as needed.
Communicates the portfolio of learning and development solutions with the enterprise to ensure understanding of roles, responsibilities and benefits.
Establishes performance expectations and provides feedback, coaching, and career counseling for direct reports and matrixed team members (e.g. project team members).
Leads the learning and development work and staff and continuously evaluates and improves the organization, processes, and work environment.
Establishes strategic partnerships with outside vendors and consultants to incorporate industry best practices, trends, processes, and products and services into current learning and development strategies.
Develops, manages and executes the operational and technological direction of learning technology including the business requirements, solutions, and integration with enterprise shared platforms (i.e. Connect, UTV, SharePoint, Lync, etc.)
Minimum Requirements
Bachelor’s Degree in Learning and Development, Human Resources, or 4 additional years of related work experience (12 years experience without a degree)
8+ years progressive work experience in learning and development, organizational development, talent management, or equivalent related business experience.
Demonstrated ability to isolate key business problems and influence clients to take appropriate action.

Preferred
Master’s Degree in Education, Instructional Technologies or similar L&D degree
Advanced experience creating a curriculum and managing a development program
At least 4 years’ end-to-end mortgage experience
Experience in managing complex projects requiring innovative thinking and creativity
Experience in working with technology enabled learning systems and platforms
Experience in the use of social networks for learning purposes
Extensive knowledge of existing and emerging technologies that could support learning

Training Delivery: Knowledge of and ability to utilize various methods to deliver learning solutions for desired training outcomes.
Training Program Administration: Knowledge of and ability to administer every aspect of a training program, including content, procedure, tools and logistics.
Thought Leadership: Develops and maintains an external network for benchmarking industry and technology information on training trends, technologies and concepts.
Vendor Management: In partnership with learning counterparts, leads vendor selection and management for learning systems and technology based content production; negotiates contracts and establish SLAs as appropriate.
