General Description: Supervisory and technical work with administrative responsibility in directing the County program of securing rights-of-way and easements needed for highways, including state highways, sewers, water lines, and other public purposes; acquisition of real property on behalf of the County; disposition of County real property designated as surplus; management of County leases; processing of citizen petitions for vacation of County easements; providing assistance to citizens having questions and concerns regarding real property located within the County .

Life-cycle planning of real property assets taking into account the whole-of-life implications of acquiring, operating, maintaining and disposing of a real property, buildings, and/or assets, making decisions at both strategic and operational levels of capital works investment and building management.

Negotiates terms and conditions of acquisition and disposition contracts and prepares agreements. Work is performed under the supervision of the Real Estate Manager.

Essential Job Functions:

Plans, assigns, directs and reviews the work of the Property and Planning team members. Contacts property owners to secure rights-of-way and easements.

Supervises and administers right-of-way and other property acquisition procedures, including property descriptions, title research, appraisal, and negotiations for right-of-way for roads, bridges, canals, and other activity requiring access to or use of private or public lands. Coordinates procedures for eminent domain actions by providing quality control, evaluating property needs, formulating cure plans, and as a liaison between project management, acquisition, consultants, and the County Attorney’s office.

Directly supervises Real Property Professionals (I, II and III) in the acquisition of real property on behalf of the County; disposition of County real property designated as surplus; management of County leases; processing of citizen petitions for vacation of County easements; providing assistance to citizens having questions and concerns regarding real property located within the County.

Supervises planning activities and team members to include the development, maintenance, and updates to the Facilities Master Plan and property databases that support business and budgetary decision making. Confers with department heads and supervisory personnel in planning various projects and determining methods and procedures used to effectively complete such projects. Deals frequently with the public, answering questions and researching requests for information.

Plans and implements long and short term goals, objectives, and strategies to facilitate and manage effectiveness of division efforts.

Provide effective leadership through appropriate guidance, management and direction of team members.

Conduct negotiations and coordinate closings to acquire highly complex real estate projects.

Train and mentor team members.

Develop, implement and oversee the division budget including efficient and effective management of human resources.

Knowledge, Skills and Abilities:

  • Knowledge of general property values in the County.
  • Knowledge of the methods of appraisal of property and of estimating property damages and costs.
  • Knowledge of real estate title and valuation work.
  • Knowledge of requirements of form, content, and recording necessary to validate documents involved in right-of-way work.
  • Ability to read and understand legal descriptions.
  • Ability to plan, assign, and direct the work of a moderate-sized staff.
  • Ability to communicate effectively using verbal, written, and visual communication methods.


Minimum Requirements:

PHYSICAL SKILLS: Ability to visit work sites and inspect properties, structures, and facilities. Requires standing, stooping, and walking. Requires working frequently in outdoor environment.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited four year college or university with a Bachelor’s Degree in Business Administration, Public Administration, or related field and four years of experience in government right-of-way or other property acquisition work, including two (2) years of eminent domain experience.

LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid driver’s license. Must possess and maintain an active Florida Real Estate License.
