Job Description

This position is the point of contact for property management and/or contractual issues with lessees/licenses of county properties Project management and coordination between the parties to ensure seamless, timely contract renewals is required. County property inspections will be expected at least one time annually for asset preservation purposes. Incumbent will provide recommendations and feedback to the manager, County Properties section and any sponsoring department on property condition and any related issues. The position will support the section manager with the County real estate portfolio including but not limited to metrics reporting, asset portfolio vacancy analysis, compliance, renewal coordination.

Minimum Qualifications

  • Graduation from an accredited four year degree granting college or university with a major in Real Estate, Business, Public Administration, Planning, Architecture, or Engineering;

AND

  • Four years of experience in real estate appraisal, acquisition,
  • disposition, real estate research and/or title review/analysis;

OR

  • Possession of a current (unexpired) Florida Real Estate License;
  • and 5 years of experience in land or property transactions, land
  • appraisal evaluation, or title abstracting;

OR

  • An equivalent combination of education (not less than possession of a High School diploma/GED), training and experience that would reasonably be expected to provide the job‐related competencies noted above;

AND

  • Possession of a valid Florida Driver’s License.

Duties and Responsibilities

  • Works independently to provide comprehensive property management support functions countywide. Understands real estate law-leasing. Prepares processes for tracking compliance of agreement requirements. Point of contact for compliance and renewal of all county properties.
  • Proactively engages internal and external clients to ensure compliance of agreement obligations are upheld. Coordinates with external clients and arranges for a minimum of one annual on-site visits. Will require travel a minimum of 1 – 2 days a week County-wide.
  • Provides section manager with progress reports of not for profit partners quarterly. Proactively seeks to resolve any concerns or issue in a customer focused manner. Facilitates resolution of property related maintenance concerns between clients and Facilities Maintenance Services.
  • Processes agenda items and inputs all leasing information in the ProLease database and internal database. Proficient at running reports and compiling supporting documentation for all lease related information requests.
  • Supports the section manager in accomplishing a variety of requests from various departments regarding leased or vacant parcels to include inspections, requests for upgrades or improvements, off hour or event usage etc.
  • During extended absences of the Space Manager, is able to receive and input space management requests and provide updates on existing request status. Can coordinate with outside vendors who perform minor space moves.

Job Specifications

  • Organizational – Ability to analyze data, enter database information and create reports. May be asked to act as the technical expert with regards to database entry & reports.
  • Knowledge of real estate appraisal, acquisition, disposition and real estate title. Knowledge of Florida Statutes governing ease or sale of real estate by County governments.
  • Technical Ability – Ability to confirm legal descriptions from survey data. Ability to collect, organize, and evaluate data and to develop logical conclusions.
  • Ability to work with Word, PowerPoint, Excel and create spreadsheets and other tables and chars are required.
  • Knowledge of ProLease software program and ability to utilize its functionality to generate reports and accomplish the reporting goals of the department.

Physical Requirements

  • This position takes place in an office environment and on the road to visit alternate sites.
  • Requires sitting, walking or standing for an extended period of time.
  • Requires working outside for short periods of time.

Emergency Management Responsibilities
In the event of an emergency or disaster, an employee may be required to respond promptly to duties and responsibilities as assigned by the employee’s department, the County’s Office of Emergency Management, or County Administration. Such assignments may be before, during or after the emergency/disaster.
