SUMMARY
Management and supervisory position working with Active 55+ Senior Programs, Art Programs, Facility Rentals and Volunteers. Responsible for development and organization of a comprehensive leisure program for multiple facilities or special interests and developing and administering leisure programs and activities for the community.

Position report to the Assistant Director, Recreation, Parks and Arts.

Emergency Response Status:
City of Largo employees will be required to work as directed during an undeclared and/or a declared emergency. This requirement is a condition of employment for all City employees.
ESSENTIAL DUTIES AND RESPONSIBILITIES

ALL PROGRAMS

  • Selects, trains, evaluates and supervises staff which includes full time, part time, seasonal staff, contractual instructors, professional services providers and volunteers.
  • Supervises planning and development of a wide range of diverse programs and activities.
  • Prepares the annual operations budget, develops program cost accounting, oversees expenditures, responsible for revenue projections, develops goals and objectives and service measures.
  • Oversees payment plans for families, monitors financial assistance payments from outside organizations, oversees scholarship applications as funding allows, and tracks grant requirements and associated funding. Seeks sponsorships and in kind gifting to offset programs and special events.
  • Responsible for hiring, paperwork, evaluations, counseling employees on performance and recommending appropriate disciplinary actions as necessary.
  • Develops and approves the staffing work schedule, payroll, vacations, use of sick time and personal option time.
  • Coordinates program developing and marketing requests for assigned site, stays current on trends, instructor recruitment and recognition, and reviews division submittal of Play Magazine.
  • Stays current on license and grant requirements for after school programs, summer camps, VPK programs, and other outside grants and scholarships.
  • Acts as a community liaison with outside organizations and agencies for promoting community involvement and raising funds for special projects or programs. May conduct focus groups for community input or work with an advisory board or independent sport/aquatic association.
  • Responsible for the negotiation and preparation of all contracts for director approval. This includes instructor contracts, professional service agreements, rental contracts and other agreements with associated insurance requirements. Oversees terms of division related contracts and agreements.
  • May serve as member or chair of various department or city-wide committees or task forces.
  • Prepares and approves work orders for facility maintenance and parks.
  • Coordinates the operations, openings and closings, maintenance and security of a facility.
  • Directs meetings, prepares reports, creates or updates procedure manuals for special programs or facility operations, and oversees record retention for facility.
  • Performs related work as required or assigned.

COMMUNITY CENTER PROGRAM

  • Oversees operation of a comprehensive recreation program that caters to adults and seniors.
  • Oversees the department volunteer program including the recruitment, training and scheduling of volunteers.
  • Coordinates large youth dance program and performing arts classes.
  • Programs include luncheons, trips, volunteers, performances, special events and a wide array of programs from cards and arts and crafts to swing, line, square and ballroom dancing.
  • Offers an array of social services from AARP Driving to CPR and diabetes education.
MINIMUM QUALIFICATIONS
Training and Experience:
  • Bachelors Degree in Leisure Services, Physical Education or directly related field
  • At least four years paid experience in full-time organized leisure work including
    • facility management and staff supervision
    • recruitment, development and supervision of volunteers
    • developing relationships and partnerships through community outreach
  • Minimum of two years experience in a supervisory capacity
  • Current certification in CPR and AED
  • Possession of a valid Florida Driver’s License *or* valid license from another state for transfer within 30 days from hire
  • Prefer Certified Park and Recreation Professional (CPRP)

WORK ENVIRONMENT & PHYSICAL REQUIREMENTS
Work Environment: 80% inside a climate controlled building. 20% outside which may include driving. Community Center: 95% inside a climate controlled building. 5% outside which may include driving.

Physical Requirements: The essential functions of the job require: sitting approximately five (5) hours per day, standing approximately two (2) hours per day, and walking approximately one (1) hour per day. The work requires frequent: bending/stooping, climbing, crawling, fine manipulations, grasping, kneeling, pulling, pushing, reaching, repetitive motion, lifting/carrying of objects weighing up to 15 pounds, lifting/carrying of objects weighing 15 to 44 pounds, and lifting/carrying of objects weighing 45 pounds and over.

Sensory Requirements: Hearing: Enough to understand what others are saying in normal conversation in person, on the telephone, and in meetings, and ability to hear alarms. Speaking: Enough to communicate orally with others in person, on the telephone, while giving formal presentations to groups, and for training. Seeing: Enough to see and read computer monitor screens, supervise children, and inspect safety hazards and facility conditions.

Driving Requirements: The work requires frequent driving and possession of a valid Florida Driver License.

Office Machines: The work requires the ability to operate the following office machines: multi-line telephone, Fax, photocopier, computers and related standard office and recreation software programs, credit card machines, and calculators.
