The Regional Manager shall support and direct Community Managers in successfully attaining the company’s operational and financial goals while reinforcing the company’s customer service culture. The Regional Manager reports to the Regional President or Vice President.
ESSENTIAL FUNCTIONS
- Assumes overall responsibility for the day-to-day operations of the assigned communities in the portfolio.
- Participates in developing the annual budget and constantly seeks to develop strategies for enhancing the economic performance of the assigned assets.
- Implements action plan for maximizing property performance as articulated in the Annual Budget.
- Communicates with the President & Regional Vice President at least bi-weekly to discuss marketing, occupancy, budget conformance, personnel, capital improvements and any other material topics.
- Complies with all policies and procedures established by Company for the administration of the property.
- Maintains and staffs an attractive on-site office which is open at least during normal business hours and more often, depending on the needs of the tenants (as necessary).
- Retains qualified personnel and contractors to administer the property. Trains personnel as necessary. Supervises the work of all personnel and contractors (including the approval of employee time sheets). Evaluates the performance of all personnel and contractors.
- Complies with the Federal Wage and Hour Act, the Occupational Safety and Health Act, the Workers’ Compensation Act, and all applicable state and local statutes and regulations.
- Maintains and posts all licenses, permits, notices, and occupancy permits required by federal, state, and local governmental authorities.
- Establishes a methodical filing system for business correspondence, purchase orders, rent collection records, property maintenance information and personnel administration.
- Submits written reports on the operations of the property to the President & Regional Vice President monthly in a format established by the Company.
- Attends and participates in industry association meetings and seminars to keep up-to- date on trends and changing conditions in the marketplace.
- Cooperates in the completion of any other tasks which may be requested by the Regional Vice President.
Financial Management:
- Constantly seeks to identify strategies for increasing property income and reducing property expenses.
- Prepares a proposed annual budget of income, expenses and capital improvements for submission to Company for approval (as part of the Annual Budget).
- Administers the approved annual budget of income and expenses in accordance with all Company requirements. Monitors the status of the operating budget and determines necessary reductions or increases in allocations.
- Obtains written approval from RVP Manager for all proposed expenditures more than the threshold established in the Management Agreement.
- Maintains a system of accounting (including effective internal controls) which complies with all applicable Company and general professional standards. Approves all invoices and initiates payment as appropriate.
- Prepares monthly income and expense statements with collateral supporting documentation. Submits the required monthly reports to Company on an accurate and timely basis and in a format which meets Company’s specific requirements.
- Manages rent collections (including the collection of delinquencies and returned checks.).
- Reviews all delinquent accounts and pursues any action required.
- Institutes procedures to assure the transfer of funds collected to the property management company office so that excess funds are not retained on-site.
- Maintains resident security deposits as required by state law and the lease.
- Periodically audits any petty cash fund allowed by the RVP.
- Reviews in detail all purchase orders prepared by the project to insure clarity and proper justification for the purchase.
- Undertakes a comprehensive energy conservation program. Implements controls to conserve utilities in vacant units.
- Annually evaluates the property taxed levied against the property and recommends an appeal strategy to the RVP.
- Annually reviews all contractual services and re-bids appropriate services to assure the lowest possible cost. Evaluates the cost/benefit of performing services with employees.
