POSITION DESCRIPTION:
Hillsborough River State Park, (Fort Foster and Ybor City Museum State Parks) is seeking a qualified applicant to fill the position of Resident Assistant Park Manager. This position requires a strong leader with good supervisory skills, as well as knowledge, skills and abilities in all areas of Park Service work including maintenance, natural and cultural resource management, fiscal responsibility and a firm understanding of the Division of Recreation and Parks Operation Manual.
The incumbent will assist in leading a creative, hardworking team in one of Florida’s first state parks; this original CCC Park is divided by the swiftly flowing Hillsborough River with a set of Class II rapids. Park provides opportunities for fishing, canoeing, kayaking and an ADA accessible swimming pool, as well as full-facility camping and a youth/group tent campground. A primitive campsite is available via a foot trail.
The staff consists of 17 FTE’s including 9 Park Rangers, 1 Administrative Assistant, 3 Park Service Specialists, 1 Maintenance Mechanic, 1 OPS Grounds Keeper, 1 Resident Park Manager, 1 Assistant Park Manager and 6 OPS seasonal lifeguards. Additional support is provided by two active Citizens Support Organizations.
DUTIES & RESPONSIBILITIES:
Identifies maintenance needs via at least Bi-weekly inspections of main use areas and prioritizes performance of preventive and corrective actions in a manner consistent with staff capabilities and in a fiscally responsible manner. Keeps abreast of maintenance schedules and schedules/supervises staff to assure the appropriate level of attention is afforded to all public and support facilities. Supervises and participates in the maintenance of structures, water and wastewater plants, bridges, roads, trails, vehicles, boats, equipment, park-owned utilities, signs, picnic tables, grills and other public use or support components within the park.
Assesses resource needs and in conjunction with the park manager and district biologist, schedules performance of activities, which assure sound ecosystems management. Participates in and oversees the execution of prescribed burns, mechanical resource restoration, exotic control, water level management and erosion control. Assists with and monitors research activities of the park biologist.

 

Supervises and monitors the performance of field staff, providing training as appropriate. Adheres to all provisions of the most current personnel rules, participates in the administration of the collective bargaining agreement and maintains good employee relations. Performs appropriate levels of disciplinary actions. Assures, through sound supervisory oversight, that the staff is aware of, and conforms to proper fiscal, purchasing and property procedures and policies/directives. Reviews staff-produced reports and records, coordinates staff scheduling and assignments; completes required reports and records and oversees collection. Locates and procures necessary supplies/equipment via proper purchasing procedures.

 

Monitors staff and concession interpretive activities personally or via assignment of appropriate individuals. Meets the public and interprets all facets of the park’s management. Resolves visitor problems or complaints and cultivates good public relations. Assures the best level of interpretation by the staff through guidance and training.
Ensures park rules are enforced pertaining to all natural, historical and archaeological facilities and resources, and use thereof, for the enjoyment of the public. Performs safety inspections and assures proper use of safety equipment as well as safe use of materials and equipment entailed in the performance of staff duties. Takes expedient actions to correct safety deficiencies and assures an appropriate level of staff training to afford interpretation of unsafe practices to the public or fellow staff members.

 

Knowledge, skills and abilities, including utilization of equipment, required for the position: Knowledge of: Florida Park Services Operations Manual; ADA requirements of public facilities; supervisory principles and practices; Florida Park Service management practices; resource management techniques required to manage natural communities; cultural resource preservation standards and restoration techniques. Skill in: computer operation and software applications. Ability to: supervise people ensuring training is provided and disciplinary measures are performed when necessary; administer the terms of collective bargaining agreement; maintain good employee relations; effectively set priorities and coordinate with others to achieve goals; conduct inspections of park facilities, equipment and grounds; plan and direct the performance of routine, preventative and corrective maintenance necessary to meet or exceed FPS standards; work independently; prepare and maintain schedules and reports; identify funding needs and manage budget funds; understand and apply laws, rules, regulations, policies, procedures, directives, agreements and permits pertaining to the areas managed; direct the development of interpretive programs and materials, scheduling programs and participate in events promoting areas managed by the FPS; resolve visitor complaints for good public relations; participate in prescribed burn program; reside on park property

 

Preferred Knowledge, Skills and AbilitiesKnowledge of and certification in aquatics facility operation; Knowledge of waste water treatment plants; Skill in personnel management and leadership; Skill in managing high volume visitor service programs; Skill in application of prescribed fire to achieve land management goals.
Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite): Florida Class E Driver’s License or an out-of-state equivalent driver’s license.

 

Other job-related requirements for this position: Work rotating shifts to include days, evenings, weekends and holidays. Must reside on state property.
