Job Summary:
The HUD Specialist completes, collects, and monitors all HUD admission documentation and coordinates all supporting documentation inclusive of annual recertification and preparation for inspections. Responsible for rent negotiation, rent and utility collection from residents, ensures that the vacant units are made ready for occupancy, and occupied units are serviced by vendors as needed.
Job Functions:
Completes, collects, and monitors all HUD admission documentation.
Collects, reviews, organizes and disseminates applications, appropriate income verifications, verification of handicap, etc. to designated personnel timely and prior to the resident’s move-in.
Calculates monthly rent and security deposit amounts according to HUD formula prior to resident’s admission.
Collects all rent and utility payments:
Reviews and distributes rent statements received from the finance office representative within one business day of receipt.
Documents residents’ rent payments and provides residents with a receipt.
Ensures secure storage of payments during shift, depositing payments at the Main Center’s Business Office daily between 1st and 10th of the month.
Distributes reminders to residents who have not paid rent by the 10th of the month.
Negotiates/establishes payment plan agreements with residents who are delinquent in their rent payments:
Notifies the resident, Finance office representative, and program manager when rent payment is delinquent.
Meets with resident to develop a written payment agreement to address delinquent amounts after the 10th of the month.
Provides copy of written payment agreement to Finance office representative, resident and HUD file.
Refers to payment agreement in subsequent monthly rent collection until delinquent balance is paid.
Completes HUD documentation including annual recertification and preparation for inspections:
Tracks and/or completes change forms, 30- day notices, move out maintenance requests, move-in/move-out inspections, addendums, etc., within the time frames specified by HUD.
Collects, tracks and forwards annual recertification documentation .
Meets with resident during specified time frame to review 120-day recertification documentation, and forwards documentation and completed change form to Finance office representative.
Reviews all HUD files at least twice a year to ensure completion.
Provides information to the Finance office representative within time frames specified.
Maintains HUD manuals and updates as needed:
Reviews and inserts all HUD manual updates.
Implements all HUD changes affecting Northside Properties Inc.
Works closely with the Program Manager, Housing Supervisors, Risk Manager, and Finance office representative on all aspects involving the HUD sites.
Promptly notifies Finance office representative of tenant changes or unusual circumstances.
Provides Finance office representative with accurate data that complies with HUD regulations.
Responsible for ensuring that the vacant units are made ready for occupancy. This includes determining the repairs/cleaning that needs to be done, the vendor, and following up to see that everything has been done and the unit is ready for occupancy.
Position Requirements:
Knowledge working with Tax Credit/HUD/Project Based Section 8 properties/programs
Able to carry out to carry out detailed instructions.
Demonstrate the knowledge and skill necessary to negotiate leases and payment agreements with adults who have severe and persistent psychiatric symptoms.
Progressive property management experience preferred.
Light lifting (up to 10 pounds).
Valid Florida Driver’s License with at least 3 years clean driving record.
Required Education:
High School/GED
Certified Occupancy Specialist and/or Certified Housing Manager preferred
