POSITION DESCRIPTION: Ensures conformance with applicable laws, rules, regulations, policies and procedures.

Coordinates and directs the activities of right of way consultants.

Coordinates and directs the activities on right of way projects. Provides expert relocation assistance for complex parcel assignments, inclusive of performing any relocation for residential and non-residential parcel relocation.

Coordinates with other offices to address and resolve issues.

Represents Right of Way at public meetings/hearings and workshops, and similar forums.

Ensures and monitors a Quality Control Program.

Ensures data is entered into the Right of Way Management System (RWMS).

KNOWLEDGE, SKILLS AND ABILITIES: KNOWLEDGE AND UNDERSTANDING OF 49 CODE OF FEDERAL REGULATIONS (CFR) PART 24 (UNIFORM ACT), RELATING TO REAL PROPERTY ACQUISITION AND RELOCATION ASSISTANCE. KNOWLEDGE OF REAL ESTATE PRINCIPLES AND PRACTICES. KNOWLEDGE OF QUALITY ASSURANCE PLANNING FOR THE ACQUISITION AND RELOCATION ASSISTANCE PROGRAM. SKILLED IN EFFECTIVELY COMMUNICATING ORALLY AND IN WRITING. SKILLED IN THE USE OF PERSONAL COMPUTERS, INCLUDING A WORKING KNOWLEDGE OF WORD PROCESSING AND SPREADSHEET SOFTWARE. ABILITY TO EFFECTIVELY PLAN, ORGANIZE, AND WORK INDEPENDENTLY. ABILITY TO ESTABLISH AND MAINTAIN GOOD WORKING RELATIONSHIPS WITH OTHERS. ABILITY TO IDENTIFY TRAINING NEEDS, AND TO DEVELOP AND PRESENT EFFECTIVE ACQUISITION AND RELOCATION TRAINING. ABILITY TO IMPLEMENT A QUALITY ASSURANCE PLAN FOR THE ACQUISITION AND RELOCATION ASSISTANCE PROGRAM. ABILITY TO BE SELF-DIRECTED AND SKILLED IN PROBLEM SOLVING. ABILITY TO UNDERSTAND AND INTERPRET REAL ESTATE APPRAISALS AND RIGHT OF WAY MAPS.

MINIMUM QUALIFICATIONS: A bachelor’s degree from an accredited college or university and four (4) years of real estate experience, or an associate’s degree from an accredited college or university and six (6) years of real estate experience, or a high school diploma or its equivalent and eight (8) years of real estate experience, or graduation from the FDOT Real Estate Level II Training Program and one (1) year of right of way experience.
