JOB DESCRIPTION:

Under general supervision, provides administrative, complex, and diversified support to the Neighborhood Services Division.

QUALIFICATIONS AND REQUIREMENTS:

  • Requires a high school diploma and two (2) years of coursework in business or public administration from an accredited college or university and two (2) years of professional administrative experience. Must hold, or obtain within three (3) months, and continually maintain, designation as a Florida Notary Public.
  • Employees are required to pass the National Incident Management System (NIMS) training courses identified for their position and listed in the most recent version of the NIMS Training Guide within one (1) year of placement into this position.
  • Requires a valid Florida driver license.
  • Primarily sedentary work with the occasional need to move around the office and lift/carry up to 20 pounds.
  • Requires visual inspection of both physical and digital documents and extensive use of computers, voice and electronic communications systems.
  • Occasional driving required to locations within the City, county, and Tampa Bay region.
  • This position is assigned the emergency personnel status of Non-Emergency Essential Personnel for the purpose of work assigned before, during, and after a disaster-related event.

EXAMPLES OF DUTIES:

  • Composes, edits, and proofreads correspondence, agenda items, forms, reports, etc.; receives, assigns, monitors, and follows up on work related to the City’s Public Nuisance Abatement programs.
  • Prepares and maintains up-to-date records and reports for all related programs and projects as assigned; communicates with property owners, bank representatives, attorneys, and citizens. Researches public records, legal documents, foreclosure records, property ownership documents, liens, etc. and assists with the collection of unpaid liens and invoices.
  • Reports and maintains records of monies owed for City work performed on private properties.
  • Responds to inquiries, answers questions, addresses concerns, and provides customer service; provides the Administrative Clerk and Office Volunteers with day-to-day guidance; serves as the Division’s Records Liaison ensuring files are maintained in accordance with City records management requirements.
  • Performs tasks as division timekeeper and processes payroll according to system requirements. Attends and participates in specially scheduled meetings, hearings, and conferences; assists in the administration of special events; serves as secretary for various boards, commissions, and task forces; attends and records meetings for later transcription.
  • Serves as a member of a high performing cross-functional work team and assists with, or assumes responsibilities as needed in all other areas of Community Development. Notarizes documents as needed.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Knowledge of applicable federal, state and local laws, ordinances, statutes, regulations, rules, policies, and procedures.
  • Knowledge of public records law, Property Appraiser and Tax Collector data, and Internet research.
  • Knowledge of administrative office procedures, practices, and records management concepts.
  • Knowledge of proper business English, grammar, and spelling.
  • Knowledge in the operation of computers and office machines.
  • Skilled in the use of Microsoft Office software programs.
  • Skill in oral communications in both one-on-one and group situations.
  • Skill in written communications for both administrative and technical purposes.
  • Skill in developing and maintaining effective interpersonal relations with a high level of tact, discretion, and confidentiality.
