Salary Range: $46,945 – $83,948 Annually
Scope & Purpose:
Under the supervision of the Director of Facilities, the incumbent is responsible for Port Tampa Bay’s (PTB) facilities maintenance, which include activities designed to preserve the life and usefulness of Port facilities. The incumbent is on call 24 hours a day, seven days a week, and must exercise a great deal of initiative and use independent judgment in arriving at decisions. This position performs supervisory and technical duties, planning and directing the maintenance and repair of internal and external structures and facilities, or operating, maintaining and repairing mechanical and electronic equipment. Other duties include daily and periodic inspections of high tech computerized systems to minimize disruption to tenants, customers and the public and to ensure efficient energy management at PTB. This highly responsible supervisory and technical position involves the general maintenance of the Port’s assets, manages several crews, maintains safety of the crews, equipment and/or buildings and oversees diverse contracts. The incumbent selects materials and equipment needed for planned maintenance activities, exercises control over inventories of materials and equipment, and evaluates the performance of subordinates. Work also involves significant participation in divisional budget preparation. Technical aspects of the work performed are conducted with considerable discretion and independence.Requirements
Essential Functions & Duties:
- Supervises the activities of employees and monitors contractors engaged in building maintenance and repair, and the installation, inspection, maintenance, and repair of air conditioning, heating, refrigeration systems, mechanical equipment, fire alarms, life safety supplies, plumbing, specialized equipment, pavements, outside structures, or major electronic systems and will be a part of the work force when necessary.
- Reviews contract bids and inspects work performed by contractors to ensure conformance to specifications and contract integrity, brings contract inadequacies to the attention of the department’s head and follows up to ensure correction of contract performance.
- Participates in budget development by providing detailed justification and persuasive arguments for proposals or unit initiatives, but has no direct budget approval responsibility.
- Establishes preventive maintenance programs, procedures and schedules, supervises an equipment safety inspection, and makes periodic inspections to ensure proper maintenance of equipment.
- Schedules and assigns ongoing assignments and urgent responses. Consults with Facilities Director.
- Promotes and maintains workplace safety. Performs regular safety activities, such as inspections, observations and investigations. Identifies any new workplace hazards and takes steps to ensure everyone stays safe. Reinforces safe and proper work performance.
- Acts as project manager for construction, remodeling and renovations.
- Purchase supplies, parts and materials for the completion of projects.
- Provides technical advice and assistance to subordinates, and trains personnel in safety procedures and operating standards.
- Performs a variety of administrative duties in support of the department.
- Implements goals, policies, procedures and guidelines to ensure processes and procedures are accomplished according to established guidelines.
- Monitors work flow, data accuracy, and overall quality of work; assures processes and procedures are accomplished according to established guidelines.
- Assesses staffing needs and identifies shortfalls; interviews, recruits and hires new staff.
- Perform other duties as assigned.
Essential Knowledge, Skills, & Abilities:
- Considerable knowledge of the principles, practices, methods, tools, materials and equipment used in the maintenance and repair of one or more of the following, or a combination thereof: buildings and other physical structures, mechanical equipment and systems, vehicular and stationary equipment, or electronic systems.
- Considerable knowledge of codes, rules, regulations and requirements pertaining to area(s) of responsibility.
- Ability to locate, analyze, and diagnose structural deficiency or equipment malfunctions.
- Ability to identify trends in malfunctions and take appropriate actions to improve system reliability and safety.
- Considerable knowledge of basic record keeping and report writing, effective supervisory practices, occupational hazards, and appropriate safety precautions.
- Ability to support, promote and ensure alignment with the departments/agency’s goals and vision.
- Ability to effectively recruit, select, develop and retain competent staff.
- Ability to establish and maintain effective working relationships with others within and outside of Port Tampa Bay.
- Ability to use, initiative and exercise sound judgment.
- Ability to manage and oversee several contracts.
- Ability to effectively manage and guide group efforts.
- Ability to create solutions to problems using new methods and processes.
- Ability to maintain work related records and prepare reports.
- Skill in the use of Microsoft computer software and/or any other programs.
- Ability to supervise effectively.
- Ability to communicate effectively both orally and in writing.
- Ability to interact effectively, confidently and professionally with PTB officials and employees, PTB tenants and the public.
- Ability to follow oral and written instructions and work independently.

Minimum Training & Experience Requirements:
- Bachelor’s degree, Associate’s degree and/or state trade license related to the position needs; eight or more years of experience directly related to the position duties or an equivalent combination of education, training and experience that would reasonably be expected to provide the job-specific competencies noted below
Special Requirements:
- Incumbent must possess a current and valid Florida Motor Vehicle Operator’s License or capable of obtaining one within thirty days from the date of hire.
- Must successfully pass a seaport security background check and compliance for a Transportation Worker Identification Credential (TWIC).
- Incumbent must successfully pass drug and alcohol screening.
Supervisory Responsibility:
- Incumbent supervises the performance of his subordinate’s personnel.
Work Environment:
- Ability to work in busy office setting.
- May require lifting (up to 50 lbs., bending, climbing, walking).
- Exposure to potentially hazardous chemical solutions.
- Exposure to inclement weather.
- On 24-hour emergency call.
- Flexibility in work schedule as determined by responsibilities of this position.
- Ability to work nonstandard hours in case of any type of disasters.
Physical Demands
- While performing the duties of this position, the employee is regularly required to talk or hear. The employee frequently is required to use hands to finger, handle or feel objects, tools or controls. The employee is occasionally required to stand; walk; sit; reach with hands and arms; climb or balance; and stoop, kneel, crouch or crawl. Frequent computer use.
- The employee must occasionally lift and/or move objects up to 50 pounds. Specific vision abilities required by this position include close vision, distance vision, color vision, peripheral vision and the ability to adjust focus.
Position Type/Expected Hours of Work
This is a full-time position. Days and hours of work are normally Monday through Friday, 7:00 a.m. to 3:30 p.m. Occasional evening and weekend work will be required as job duties demand. (Events, Cruise Ship, after hour’s emergencies including weather disasters that will require emergency response team activation (Push team). The department head will designate the work schedule based on needs.
Travel
- Travel is primarily local during the business day, although some out-of-the-area and/or overnight travel may be expected.
