The Global Functions Technology (GFT) Function Program Management Office (FPMO), which is part of the Chief Operating Office (COO) for GFT, is responsible for a wide range of support activities including but not limited to Program Governance, Oversight, Structure, Training, and Central Reporting.
The GFT FPMO has an opening for a Book of Work Oversight Manager. The candidate will execute a wide range of activities, both quantitative and qualitative in nature to help define and structure the processes to review, analyze, challenge, and proactively remediate exceptions within the Book of Work, including but not limited to Oversight of the GFT KI Process and KI management. The candidate will interface mainly with FPMO management & supporting teams and Enterprise Operations & Technology (EO&T) Organization PMO (OPMO), across all levels of management.
This role will primarily support the PMO processes related to Book of Work Oversight including Consent Order and BAU, Key Initiative Oversight including selection, CSC/KPI review, and regulatory reporting, and Change Control and Escalation review and approval. The role will be responsible to help identify trends and work with peer teams to identify areas of opportunity to enhance training, tooling issues, or process changes. Coordination of GFT input to CPMC/OPMO processes to support the GFT BOW will be required.
The Book of Work Oversight team works closely with our peer team the GFT Delivery PMO (DPMO).
The candidate will work with the DPMO team to provide guidance on procedural requirements and best practices. These processes are within the Citi Program Management Council (CPMC) framework. The PMO framework includes multiple governance and oversight processes with controls throughout.
This position provides a platform for continued development and visibility across a global organization as well as exposure to senior management and other functions. In order to be successful the candidate will need to have a very methodical and well organized approach to running the various processes they will be involved in and following up on open items, but equally importantly, they need to be able to build relationships with the process partners in FPMO, OPMO, & DPMO.
Key Responsibilities:
- Maintain Book of Work (BoW) and active oversight of Organization’s Key Initiatives, Programs, and Projects
- Facilitate identification of GFT Key Initiatives based on CPMC selection criteria
- Monthly and Quarterly Sr. Leadership review and approval of new KIs
- CSC and KPI definition and approval
- Benefits Capturing and tracking
- Provide inputs into MOR, OCC and other reports covering KI updates)
- Ensure CO related KIs are properly tagged
- Dependencies (predecessors/successors) set up
- Risk/Issues defined and adhere to standards (well written)
- Status Updates completed at least monthly and following CPMC standard
- EO&T KI Change Control request forms- required by EO&T Org PMO and CPMC (applicable to start/end date, moving dates, changing/adding/deleting approved CSC/KPIs)
- Maintain and enhance the planning and assessment process for net new BOW creation and oversee the list of new project work efforts and BOW constructs
- Alignment of GFT BOW with Consent Order Plan
- Coordinate the planning and assessment process for the demand of work and oversee the list of new project work efforts.
- Ensure Projects, Programs and Initiatives aligns accurately under Parent Records and grouping of work efforts are related to the scope of higher Work Effort.
- Monitor Safety &Soundness Investments in BOW for management and executive reporting
- Lead the process for managing the review of the BoW prior to CPMC reporting cutoff date
- Provide governance oversight to elements of the GFT Book of Work in the areas of re-planning of dates, RAG status, stakeholders, resources, etc.
- Provide governance oversight to individual programs and projects in the GFT BOW to ensure it follows PM&SDLC Procedures in compliance with CPPMS, CSDLC and CSTLC
- Change Control and Escalations
- Provide analysis of all STLT and EMT-1 escalations in Sr. Leadership forums
- BOW Change Controls- define rules and ensure adherence to the procedure for change management – Inessa
- Lead change request discussion in the Monthly Governance Forums- to challenge submissions and ensure right level of justifications provided. Verify impact of the change via dependency validation
- CO related BOW- verification of RBCM impacts to be validated with Transformation Leads
- Monthly GFT PMO Book of Work Governance Control Forums
Qualifications:
- 6-10 years of combined relevant experience in Program & Project Management Governance, PMO, and/or Process Management
- Bachelor’s/University degree or equivalent experience, potentially Masters degree
- Demonstrated ability to methodically synthesize and analyze processes
- Attention to detail to ensure precision of control monitoring, and management submissions
- Critical thinking and problem solving ability
- Exceptional communication skills (both written and verbal).
- Strong interpersonal skills to maintain effective, mutually beneficial relationships with members of the global GFT community, OPMO, & DPMO
- Ability to work under tight deadlines and shift from one task to another on short notice as priorities change
- Demonstrates commitment and accountability and is self-confident in executing responsibilities
- Ability to build consensus. History of success working in a team environment
- Flexibility to handle multiple tasks and changing priorities
- Quickly grasp and master new requirements and related knowledge
- Willingness to ask questions, challenge the process, and seek out answers
- Ability to work independently, multi-task, and take ownership of projects and change initiatives
- Strong team player with the ability to work as part of a global team
- Effective use of MS Word / PowerPoint to manage project documentation and produce effective senior management presentations
